Field Witness Officer (P-3)

Minimum net annual salary (single rate) € 34,845 plus mission subsistence allowance (subject to change)

DUTIES AND RESPONSIBILITIES

Under the supervision of the Chief, Victims and Witnesses Unit in the Division of Court Services, the incumbent is in charge of international and local VWU personnel in the field. S/he co-ordinates all VWU actions (Support, Protection, Logistics) in the field; conducts threat assessments and related field interviews with victims and witnesses; performs protection services to maximise physical safety and security of victims and witnesses; ensures that best practices are followed when contacting victims and witnesses; provides training to ICC personnel in the field on issues of security, confidentiality and witness protection; plans and executes logishLal plans for the travel of victims and witnesses; ensures that alllogistical operations are done as discreetly as possible; liaises closely with the Support and Protection Officers, OTP and the Defence relating to any particular need of a victim or witness; liaises and work closely with external stake holders (Local Government, IGOs and NGOs); obtains, analyses and organises confidential information/intelligence; provides analyses of the operational environment to the Chief, VWU; participates in mandated training programs.

QUALIFICATIONS AND EXPERIENCE

A relevant university degree or graduate of police academy equivalent to a university degree; minimum of six years of relevant experience in the assessment of threat and witness protection; relevant experience in field operations and witness logistics; familiarity with witness relocations; proven ability to create and maintain contact and cooperation with external interlocutors, and to work under pressure; experience working in conflict and post¬conflict environments; excellent management, organisational and communication skills and knowledge of relevant computer software; willingness to work flexible hours; ability to deal effectively with witnesses in stressful situations, particularly those who have suffered trauma; absolute confidentiality and tact, sensitivity, loyalty, discretion and good judgment, including particular sensitivity to the needs of victims of sexual violence, children, the elderly and the disabled.

KNOWLEDGE OF LANGUAGES

Proficiency in one of the working languages (English and French) is required, and working knowledge of the other. Knowledge of Arabic would be desirable. Knowledge of another official language of the Court would be considered as an additional asset. The language requirement will be affected by the duty station.
