If you have access to the mobile phone for 10 minutes and are online at the same time you will be able to track it, albeit the accuracy is dependent on whether the phone is in a rural or urban area. Take a look at

The other option for a quick and cheap way of tracking a vehicle is to get an unused mobile phone, stick a pay as you go SIM card in it with about 10 pounds worth of credit. Set up the phone as per
Mobile Phone and Lone Worker Tracking then attach it to the underside of the vehicle, or better still conceal it inside if you have access.
We have had an accuracy of 150 metres in some areas.
