There are also existance of sometype of "gun-cards", with serial number. Maximum of 4 people may be assigned to that serial number.. And only,and ONLY 4 members of armed unit may carry that firearms or in other words serial number. In other words if you have 20 officers, 16 will be unarmed. And dont foget that to receive the card with serial number you will need to.. PAY.
And don't forget that there will expences on uniform , holster , handcuffs etc.
Dont forget to establish Responce Unit... Why would you need one ? Well if anything happens on assignment and theres only poorly trained security officer there.. whats then? You must always have force to respond to threat. In most Sec. Companys this type of unit is called "Armed Responce Unit" or "Rapid Responce Unit" in both cases unit consists of highly trained professionals.. Lets call them Specials forces of sec. company
Number of responce units depends on number of assignments ,area covered etc. But mostly all units are allocated in the way that the responce time from "emergency call" until the responce (arrival time) would be not longer then 5minutes. Mostly numebr of units in same area will be from 1 to any number.

First of such which is known to every security contractor is obtaining firearms. To obtain firearms first of all you should build speccialised room to keep firearms safely ,and only building of such room will cost your company heavily. Open company, get licence in Law & Justice Ministry.. and seems that's it. Oh no,not yet - there will be mass of time, paperwork and money needed only on start-up stage.. It could cost in the range of 20-40,000 * Then theres recruitment of properly licensed and trained staff, also we will need a licence to buy firearms ,speccial means and other equipment,then we find few assignment and here we go..
