Just so I'm not misunderstood, I train primarily in the US and am only recently expanding into other areas. My standards may not apply everywhere else, (not criticising, just saying).

If someone registered for one of my courses, I would do a cursory criminal background check, obviously looking for felony convictions. If a lesser offense was discovered, I would have to dig a little deeper, perhaps even requiring references.

This may seem a little extreme, but remember what has been discovered in recent years about our enemies obtaining training and certification in skill sets that they have little experience or knowledge. Flight training, scuba, firearms, martial arts, etc., have all been used against us. That is why I would rather lose a few seats than help these low lifes. We train protectors to identify and battle these folks.

If someone believes that a minor conviction years ago should be overlooked, it would have to be decided on a case-by-case basis. We can't always control what someone does with the skills that we give them, but we can often predict threats and future criminal behavior by someones past activities.
