There are in country rules and regulations but like foriegn operators getting 50 days 'gratis' without needing to be sia badged they all have 'passing through' guidelines similar to the Home Office (SIA) approach.
In effect this negates any requirement for foriegn operators to ever get registered

I travel extensively througout 5 continents on a regular basis. Even if there were regulations, the bureaucracy involved for many short stays wouldn't be worth considering - coupled with the fact that it would be nigh impossible for the authorities to enforce any such regulations.

As Rich says the fact that regulations exist actually means nothing in most circumstances.
Its lip service mainly.
Even here where there are 2 big UK (Middle eastern) jobs being done in london by french operators - i doubt the sia will be visisting them to confirm employment status.
