My client is an international organisation. They have offices in Europe, North- and South America and China. The current security staff consists of internal security personnel and external expert advisors in the various countries.

They are currently looking to recruit a security Manager to join their Latin America operations. You will have management responsibility for the security operations in Brazil and Mexico with the possibility of expansion in the near future.

Key accountabilities will be to optimise the utilization of staff, to enhance and maintain top quality of services from contracted parties, and to continuously monitor and assess the risk situation for the executives and the office operations. Risk mitigation measurements are expected to be developed commensurate with the risks and threat assessments.

You will operationally assist the CSO and the service offices in the region in developing security policies, procedures, daily security routines, emergency and crisis management plans, adapting them to local circumstances. Providing pre-emptive security, assistance and coordination in the roll out of international crisis management and business continuity management will be part of your operational responsibilities. International Rescue Committee (IRC)

The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. IRC has worked for over seven decades and today is involved in over 25 conflict zones in the world. We address both the immediate, life saving needs of conflict affected people in an emergency and the reconstruction needs in post conflict societies.

Job Description

BACKGROUND:

IRC’s International Programs provides relief, rehabilitation, and development programming for refugees, internally displaced persons and those affected by conflict in 23 countries worldwide in 5 regional entities.
IRC’s programs cover a broad range of sectors, including health, protection, children affected by war, unaccompanied minors, water and sanitation, infrastructure rehabilitation, community development, education, and emergency response and assistance. Security is a critical component and challenge for nearly all of IRC’s Country Programs impacting staff and effective program implementation.

SCOPE OF WORK:

The Regional Safety and Security Advisor for the Middle East (RSSA – ME) is a key member of the Regional Management Team. He/she will be based in Erbil, Iraq and will have primary responsibility for supporting the IRC Iraq Country Program and the countries of the IRC region (Jordan, Syria, and the other countries as allocated).
The RSSA – ME will work with the Regional Director and Iraq Country team to ensure that organizational security policies and procedures are responsive to the context and situation, adequate and known to staff and partners; provisional security measures are maintained, current and appropriate. Additionally, the RSSA – ME will conduct training on site for both security staff and others through whom the different IRC field offices can develop appropriate security plans and training for their staff.
The RSSA – ME will provide expert security advice to all levels of IRC staff and partners in the mentioned region, focusing on awareness, planning, practice, management and training in security management. He/she will assess insecure operating environments, recommend action and support the implementation of security management plans and provide follow-up on IRC security policies and reporting systems thus enabling better programming and support to the beneficiaries.

The RSSA – ME will report to the Program Director Iraq on daily operations and activities at the field level and to the Regional Director and the Regional Management Team on a regular basis.
On yearly objectives, the RSSA – ME will also liaise with the Sr. Safety and Security Advisor and the Global Safety and Security Advisor at HQ level.

The RSSA – ME will need to be aware of early warning advisories affecting security situations, and also will travel regularly and maintain a contextual knowledge of the designated portfolio region. Crucially, the RSSA will mentor and build IRC national staff counterpart capacities to operate more effectively and contribute to reducing IRC’s operational vulnerabilities.

POSITION PURPOSE:

The RSSA – ME reduces the vulnerability of IRC staff and programs to the threats and dangers in the IRC security environment, serving as a technical resource to field staff - providing training opportunities, guidelines, timely advisory information and technical support.

ESSENTIAL JOB FUNCTIONS:

Field Security Management Planning

- Work with and ensure that each Country Program in the portfolio has current, adequate security management plans on file in New York and that each plan is revised at least once per year.
- Follow the IRC security management planning guidebook and guidance of the GSSA Unit for field security plans to ensure thoroughness and consistency in plan structure.
- Support Field Offices in developing or revising their security plans.
- Request plan revisions when there is a significant change in the security environment.

Security Orientation & Training:

- Assure that each new employee – international or national – receives appropriate security orientation within 72 hours of arrival in the field. Provide a framework for field security orientations, following guidance by the regional team and the GSSA Unit.
- Through close complementary liaison with the GSSA Unit and HR NY and each Country HR and Administrative teams assure each new international employee receives an appropriate security briefing packet and briefing on personal security, IRC security policies and the relevant national security management plan.
- Deliver, along with the GSSA Unit and according to the training material and guidelines provided by HQ, a security training program that reaches a maximum number of national and international staff. Keep useful records on staff training and report at least annually on training performed at all levels.
- Assist field offices in planning and delivering security training workshops
- Assist as requested in selection processes for international and national security staff.

Advisory & monitoring services:

- Monitor all communications from the field related to security incidents and planning and provide timely feedback to questions raised from the field.
- Make a minimum of 1 visit per year to each country in the region to monitor security preparedness and field training. Provide a follow-up report with clear recommendations after each visit.
- Together with the GSSA Unit, develop and sustain a database of security incidents.
- Generate activity reports on security, including database analyses, new threats, responses and vulnerabilities and any relevant lessons learned from security and safety incidents.
- Maintain the network of IRC Security Focal Points at each IRC Country Office.

Liaison and Networking:

- Monitor and provide support and reporting on any Ngo filed security initiatives as required
- Identify, create and maintain a network with INgo/UN and other security specialists suitable for the region.
- Facilitate regional Ngo security coordination through networking, collaboration and coordination with humanitarian actors.
- In consultation with the GSSA Unit, liaise with other Ngos, InterAction, UN, government offices, donors and others in regard to security.

Regional Context Analysis and early warning:

- Provide credible information and contextual analysis of localized and regional security situations and incidents along with appropriate advice to IRC managers.
- Understand the salient issues for the region country programs and update CDs and RDS as the contexts dictate as part of a regional early warning system.

Field Security Assessments:

- Conduct field security assessments examining IRC staff, assets, compounds, residences, field sites and projects and compile a report with recommendations.

Emergency Response and Crisis Management:

- As required, support and advice the Regional Director, the Country Directors and Senior Managers during humanitarian or security/safety emergencies, serving on a Senior Management Crisis Team.
- Assist with the security component (situation analysis and background information, security assessments) of the Emergency Response Team deployments in the region.

REQUIREMENTS

Education

- Bachelors Degree. A relevant combination of academic qualifications and experience in a similar position or related area may be accepted in lieu of a degree.

Work experience

- A minimum of 5 years of non-profit or Ngo work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing and executing security operations in the field. A police/military experience with peace-keeping settings an asset.
- Demonstrated knowledge and understanding of the regional context, the geo-political issues in the region and their impact on Ngos programs and operations;
- Deep and clear understanding of humanitarian principles, codes of conduct and ideally, specific sub-sector work: water/sanitation, protection, community-based programming, linked to INgo field operations contexts.
- Understanding and following neutrality in local conflicts and conflicting parties is required - interact with all parties and maintain a position of humanitarian neutrality is also required.

Languages

- English is the work language of the International RESCUE Committee. For this post fluency in written and spoken English and Arabic is essential.

Other skills

- Ability to gain a precise understanding of the various local, regional, country and international policies, operational positions and interactions, providing clear dynamic briefings and analysis of given and unfolding security and political situations when they occur.
- Advanced level knowledge of communications technology, including VHF, HF radio systems, satellite communications, cell phone mediums, etc
- Direct experience in negotiation with senior level management and/or governmental authorities highly desirable;
- Substantial and documented, prior experience as a trainer and training skills – the ability to develop, implement, facilitate and impart learning to a wide range of audiences.
- Solid organizational skills, and the ability to be flexible and work well under pressure in fast-paced team environments
- Demonstrated ability in time management relevant to a senior manager position
- Excellent Computer skills; facility with current computer applications: Word, Excel, Powerpoint, email and internet software.

TRAVEL REQUIREMENTS

The RSSA – ME will focus on support and service to the field, and will be located in Erbil, Iraq to facilitate timely communication and coordination with the field.
The RSSA – ME will spend 70% of his/her time in Erbil, Iraq and travel 30% of his/her time to support countries in the region. This might involve occasional trips to Baghdad.

Analyze security factors and levels of risk related to safety of UNICEF staff and their dependents and make written recommendations for improvements in both physical safety and operational security in accordance with established MOSS standards and decisions taken by the SMT/ASMT. Follow up on these recommendations to ensure their implementation.
2. Coordinate all security aspects of Operational/Programme planning and contingency responses with the designated UN Chief Security Adviser) CSA to ensure highest degree of MOSS compliance, enabling Programme access to various areas and ensure staff safety.
3. In consultation with UN Security Team in Burundi and where applicable, the ESAR Regional Security Adviser (RSA) provide advice and guidance for participation at CMT meetings and staff management meetings
4. In line with UNICEF specific security strategies and operational procedures assist the CSA to establish and continuously update contingency/evacuation plans and SOPs for all UNICEF offices in Burundi in coordination with the wider UN security plans for Burundi.
5. Provide/coordinate security advice and training to all staff in radio communication procedures, convoy procedures, security awareness, mines/explosives identification and procedures to be followed, stress management, first aid, management of guard units, safeguarding of property
