International Criminal Court : Field Security Officer (P-2)
Field Security Officer (P-2)Applications must be accompanied by a fully completed ICC Personal History Form. The ICC will not accept other than the ICC Personal History Form. Vacancy Announcement No. 08-FLD-108-RE Deadline for Applications 20.08.2008 Post number ICC-3140-S-P-2-3905 Duty Station Kampala (other duty station may apply) Organizational Unit Security and Safety Section, Registry Type of Appointment and duration One year with the possibility of extension (six months probationary period) Minimum net annual salary (single rate) € 48,290 (subject to change) tax-free DUTIES AND RESPONSIBILITIES Acting under the direct supervision of the Head, Field Security Unit and within the limits of delegated authority, the Field Security Officer will have particular responsibility for: 1. Operational planning and supervision of all security personnel deployed in the assigned area of operations, including the coordination of the planning function across the relevant business units of the Court and other supporting security agencies, nationally and/or internationally. 2. Threat/security level monitoring and analysis, including compilation of threat assessments and monitoring of security situation reports, travel advisories or other pertinent sources of security information. 3. The planning, supervision and execution of special missions requiring security support, such as field close protection assignments, field security operations and/or security support to investigative or judicial operations. 4. The specification of physical security requirements or other risk reduction counter-measures applying to the operational environment. Drafting policies or procedures necessary to enhance the security of ICC Field Offices, personnel or other persons or premises under the control of the Court. 5. Ensuring ICC compliance with Minimum Operating Security Standards (MOSS) and Minimum Operating Residential Security Standards (MORSS) in the field. 6. Responsibility for ensuring overall compliance with the security management system adopted by the court. 7. Developing and continuously reviewing all field security, emergency, evacuation, general safety, contingency and relocation plans and resources. 8. Completion of all security related administrative requirements, such as incident, accident, investigation or situation reports and staff tracking procedures. 9. Efficient and effective management of any allocated budgetary resources. 10. Liaising successfully with supporting national or international security organizations in order to enhance the security posture of the ICC. 11. Any other duties as assigned by the Head of Unit or by the Chief of Security. QUALIFICATIONS AND EXPERIENCE 1. A university degree (BA, B.Sc. or equivalent) in Social Sciences, Law, Business or Security Management or other discipline acceptable to the Court. 2. At least four years progressively responsible relevant professional experience (two years with an advanced university degree) gained via service in the police, military or other government security agency to include extensive leadership/command experience. 3. Additional substantial practical experience and relevant non-academic support qualifications in relevant specialist areas, such as security in the field, security communications, investigations, operational planning, Close Protection, physical security, critical incident management and security training. 4. A skilled drafter with substantial practical experience in general administrative duties consistent with operating in the security function at the professional level. 5. Proven ability to work effectively under pressure displaying sound initiative and good judgment. The ability to lead and motivate other skilled subordinate personnel. Excellent team-working skills and experience. 6. Excellent written and verbal communications skills. 7. Direct personal experience in working successfully in hostile environments or under difficult operational circumstances. 8. Ability to obtain government security clearance is an absolute requirement. KNOWLEDGE OF LANGUAGES Fluency in English is essential. Working knowledge of French is desirable. Knowledge of another official language of the Court would be considered an asset. KNOWLEDGE OF LANGUAGES Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is desirable. Knowledge of another official language of the Court would be considered an asset.
