DH Security Coordination Officer, P-3 DEADLINE FOR APPLICATIONS: 21 Oct 2008 DATE OF ISSUANCE: 22 Aug 2008 ORGANIZATIONAL UNIT: Department of Safety and Security DUTY STATION: New York VACANCY ANNOUNCEMENT NUMBER: 08-SEC-DSS-418397-R-NEW YORK (G) The Department of Safety and Security (DSS) was established to unify and strengthen the United Nations security management system in order to ensure the safety and security of United Nations staff, operations and premises at Headquarters, the main duty stations and in the field. Priority consideration for vacancies at the P-3 level will be given to internal candidates and candidates who have passed a competitive examination. More Info United Nations Core Values: Integrity, Professionalism, Respect for Diversity Responsibilities Under the supervision of the Director of the Division of Headquarters Security and Safety Service (DHSSS) in the Department of Safety and Security (DSS), and within the delegated authority, the incumbent will monitor and research all factors pertaining to security at the Security and Safety Services at Headquarters, Offices Away from Headquarters (OAHs), and Regional Commissions. The Security Coordination Officer (SCO) will be responsible for: 1) Technical Guidance: assess the duty stations regarding security plans; business continuity plans; and crisis management plans,; provide guidance and advice on preparing and updating the plans; evaluate resources; 2) Training Coordination and Standardization: liaise with DSS Training and Development Section (TDS) and DSS Critical Incidents Security Management Unit (CISMU); coordinate security and safety service training at duty stations; support and provide advice regarding training standardization and strategy; 3) Reporting and Security Information: establish and maintain substantive reporting; analyze reports, identify priority issues and make recommendations; monitor and research all factors pertaining to security; obtain and analyze security information from different sources, prepare regular and incidents reports, briefing, notes, presentations, in collaboration with the administrative officer; follow-up with the OAHs on indicators of achievement; 4) Policy Coordination and Standardization: liaise with DSS Policy and Planning Coordination Unit (PPCU) and DSS Compliance Evaluation and Monitoring Unit (CEMU); collect and analyze data on security policies; draft and provide advice on security and safety related policies. The incumbent may be asked to be responsible for the some or all the above areas for certain SSS duty stations; 5) Liaison with duty stations: establish working relationships with duty stations; collect and analyze day to day information obtained from duty stations; identify priority issues and make related recommendations to the Director; assist duty stations with the planning and coordination of resources needed for providing safety and security for conference management; ensure that adequate surge capacity is available to assist duty stations in the event of a crisis; 6) Prepare regular and incident specific reports for senior management; draft, upon direction, briefing notes, reports and recommendations to assist the decision-making of the Department; 7) Liaison with the Division of Regional Operations (DRO): establish working relationships with regional desks and share information to assist response and the decision-making processes in the Department; 8) Any other tasks assigned from the Director of the Division. Ability to apply analytical and technical skills to understand and consolidate the varying specialization such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management. Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently. QUALIFICATIONS Education Advanced university degree (Master’s Degree or equivalent) in Political or social Science, International Relations, History, Law or Public Administration. A first level university degree with a combination of relevant academic qualifications and experience may be accepted in lieu of the advanced university degree. Crisis management training would be an asset. Work Experience A minimum of five years of military or police experience with demonstrated experience in planning, organizing and executing security operations is required. Experience with drafting security policies and procedures is required. Experience in security and safety within the United Nations is highly desirable. Languages English and French are the working languages of the United Nations Secretariat. For this post fluency in written and spoken English is essential; knowledge of another official UN language desirable. Other Skills The United Nations shall place no restrictions on the eligibility of men and women to participate in any capacity and under conditions of equality in its principal and subsidiary organs.
