Security Sector Advisor For the Joint Security ComUnited Nations Development Programme (UNDP) Closing date: 21 Jan 2009 Location: Kenya - Nairobi Type of Contract: SSA – Standard Service Agreement Duration of the assignment: Maximum 120 days within 6 months Duty station: Nairobi Expected places of travel: Somalia, Djibouti Supervisor: ROLS Programme Manager – Deputy Programme Manager Anticipated presence at UNDP premises: Intermittent Date of Issue: 7th January 2009 Date of closure: 21st January 2009 II. Organizational Context UNDP is seeking a consultant to act as advisor to the UNDP Rule of Law and Security programme in regard to the Djibouti peace process in its relation to ROLS Security Sector and the UNDP Governance Programmes in order to insure maximum and coherent UNDP impact on the ground, with close coordination with UNPOS and the International Security Sector Technical Working Group (SSTWG). Also technical support to the Joint Security Committee (JSC) of the TFG and ARS and its sub-committees, reflecting modern security sector governance principles with full attention given to accountability, transparency, civilian control, oversight and human rights principles. III. Functions / Key Results Expected Scope of work The consultant will be based in Nairobi for the duration of this contract. Travel to Djibouti and other meeting or training venues will be required. Other travel may be arranged at the discretion of UNDP. I Methods and outputs The consultant will support UNDP and the JSC in shaping the modalities for the execution of the various components contained in the TORs of the Joint Security Committee, in addition to assisting to meet the technical and training requirements of each of the parties. Working in consultation with UNPOS and the JSC Chairs, the consultant will also assist in communication to the donors as to the implications of JSC agreements on programming and the development of the security sector reform in Somalia. This should include, but not be limited to participating on behalf of the UNDP, when required, in the discussion of the Security Sector Governance issues in the context of the Djibouti process II. Monitoring and Progress controls The consultant will be monitored by the ROLS PM and Deputy PM. Meetings will take place on an ongoing basis and particularly prior, during and immediately after meetings of the Joint Security Committee and/or its Secretariat. There will be monitoring for the effective and efficient compliance of tasks assigned to UNDP as part of the JSC Secretariat and planning for Security Sector Governance in Somalia. III. Final product/deliverable - Strategy recommendations to UNDP to guide engagement with the Djibouti negotiation process. - Enhanced International Community engagement with UNDP to assist in the definition of agendas, agreements and follow-up modalities for the Joint Security Committee. - Act as focal point for training and selected strategic requirements of the JSC. - Assist the JSC leadership in the identification of knowledge gaps pertaining to detailed planning of cease/fire, verification and monitoring, international human rights laws and shared International Community recognition and security sector governance - Support to JSC and UNPOS in the identification of training experts required by the negotiation process. - Identification of pool of experts on call to assist the JSC requirements on an ongoing basis. - Linkages between relevant Djibouti output and UNDP programmes in Somalia, particularly Law Enforcement and DDR - Organization of training/planning sessions for JSC and experts. - Greater capacity of JSC Secretariat to assist and liaise with parties and International Community on an ongoing basis. - Reinforced technical capacity of JSC Secretariat to prepare, organize and follow up JSC meetings. - Reinforced UNDP relationship with UNPOS for all matters relating to the Djibouti process. - Participation/support, as required, to the UNPOS-led security sector working group. - Liaison, as required, with key international partners, incl. AMISOM. IV: Review/approval time 120 days within 6 months, when consultant submits invoices. V. Recruitment Qualifications Education: Masters’ degree or formal multi-year education in security management, such as military or police Command and Staff College (minimum 9 months full-time) qualification with command experience at mid-level Experience: Relevant Work Experience - Minimum 10 years with 3 years with related to security sector reform within the African context. - Relevant experience with regard to peace processes/negotiations, cease fire arrangements, DDR process. - Previous experience working for a United Nations organization is highly desirable - Previous experience working in a conflict/post-conflict or crisis environment-previous experience working in Somalia highly desirable Technical Expertise - In-depth knowledge of security and risk management - Knowledge of UNDP business, operations and programme cycle - Proven ability to operate in physically and mentally demanding environments. - Successful completion of emergency trauma training.
