zatoichi is on a distinguished road
Do not ask anyone in the CPS then or we will all be confused, ask ten you will get ten different answers.

Personally you and going to have to find a test case, a ruling from a judge.

This may take a few years, until then i would advise anyone to act with good faith. Yes we are in a country peolpe try and sue anyone. If you wonder around worrying about being sued all day, no one is going to do anything right. We all become bystanders.

littlewoman will become famous soon enough
Any citizen can use reasonable force to prevent crime, this includes being able to confiscate something that is used to commit crime as long as there is no intent to permanently deprive someone of it. The fact that someone has presented ID in order to prove their age which you believe to be fake (not theirs, forged document or novelty ID) is an offence and to prevent a further offence you can confiscate it. But you must record it and make it clear that you intend to hand it to the police as soon as possible.
Also when asking for ID, use the phrase "do you have any ID which proves you're over 18" rather than just asking for ID. Or if they hand you ID that you think is fake ask them if this is their date of birth (pointing to it). That shows that they were intentionally trying to deceive you.
