It contains nothing harmful. It obscures that attackers vision in the same way that getting blood in your eyes does. It marks them with red dye so that they are very noticeable as they flee the scene. It leaves a UV dye that they can't see but shows up under UV light and leaves synthetic DNA that will tie them to that particular spray (hence that incident)
Its approved by the Association of Chief Police Officers and had their logo on the can which will hopefully stop you getting wrongly arrested for having it.

I guess that has something to do with UK rules. Seems silly to mark a guy who's attacking you and not try to incapacitate him, but I get the idea. The OC spray we use also has a dye in it for I.D. purposes.

We only ever use OC over here, where justifibale cause is a legal defence.

Never heard of the OC with marker dye, would be interested in the suppliers details

If it actually harmed them in any way it would be classed as a firearm. We can't carry any form of weapon (ie something that would harm someone) for self defence here. We can carry something that we could use as a weapon, such as a torch, as long as we don't carry it for the purpose of using it as a weapon. So these type of sprays are as good as we can get. It does have some effect of defence as it obscures their vision which is pretty useful.

Whilst it might seem a bit strange calling a spray a firearm that comes from a time when guns were hard to get hold of and robbers used to get waterpistols and fill them with bleach to do armed robberies.

Interesting about the firearms designation. I have heard of these types of attacks (the bleach in the waterpistol) but never thought of them as firearms.

In the US, we in law enforcement have undergone some of that same PC mentality. A flashlight (torch) obviously makes a great impact weapon, but that is not it's design. Some agencies (LAPD for example) have gone so far as to issue smaller, plastic or rubber lights so as not to be used as an impact weapon. Of course, the officer has access to a baton, OC spray/TASER and a firearm, but we don't want to hit him with our light. God, I love common sense.
