Hi all,

Just putting together some training notes on Surveillance Detection and I was thinking about the concept of 'time and distance' which was always spoken about by my past instructors etc.

I noticed on the net the surveillance term TEDD - standing for time, environment, distance, demenour.

I take it this is just an expansion of 'time and distance' then, or is it something else?

TEDD is an American term for what we (English) consider how a Surveillance operator gets noticed, detected and compromised. Apart from pure accident or luck, a Surveillance Detection team will be looking for two things: multiple sightings (Time & Distance) and unusual behaviour (Environment and Demeanour).

If a person is seen once, they are probably forgotten about, seen twice – it’s a coincidence, and seen a third time – more than a coincidence. If they are seen in more than one location (i.e in one town and then another) this clarifies possible surveillance, as you now have your Time and Distance elements. Being seen is not the same as being noticed. Being seen 3 times will get someone noticed.

The unnatural behaviour part comes in when the surveillance operator looks out of place because he is out of place within his surroundings or does not use what is around him as cover (other people, street furniture etc.). His body language may include a number of the following, especially if he is inexperienced:-
  • Peeping around corners, over stands and through doors or windows
  • Mirroring - you cross the road, they cross the road
  • Fixated on the target - staring and not noticing what is going on around them
  • Being Isolated and standing out without any cover
  • Talking to themselves on the radio
  • Having a vacant expression whilst they try to hear radio transmissions or continually touch their earpiece
  • Fidgeting or acting in a shifty manner
  • Deliberately avoiding eye contact or reacting when face to face

The way that he is dressed or the way they walk and carry themselves can also be a giveaway which now provides you with your Environment and Demeanour element.

Hi,

Thanks for the great info Peter.

Pretty much as I suspected - id just never come across the term TEDD before, but I think its a pretty handy little acronym.

Im just putting together a short Surveillance Detection power point presentation to use in my forthcoming city and guilds 7303 course, so appreciate the input.
